Tim Kelsey was born in Durham, North Carolina. He earned a B.A. from the University of North Carolina at Chapel Hill in 1998 and a J.D. from the Catholic University of America in 2001. He was admitted to the Maryland State Bar in 2001 (currently inactive), the District of Columbia Bar (currently inactive) in 2001, the Virginia State Bar in 2002, and the U.S. District Court, Western District of Virginia and U.S. Bankruptcy Court in 2005. Mr. Kelsey currently volunteers for the pro-bono housing division of Central Virginia Legal Aid Society and is a member of Charlottesville-Albemarle Bar Association and the Virginia State Bar.
